Art House is Connecticut’s first Chief Cybersecurity Risk Officer and led the development of the state’s first comprehensive cybersecurity Strategy. The strategy was published in July 2017 and is now in the process of being turned into an action plan. Art will provide an overview of the strategy and the cooperation needed between government and business to improve our collective security and resilience. Sanjeev Handa will also be joining us. Sanjeev is an independent board director for Fitch ratings. Our program will be facilitated by Bob Mannarino, an NACD CT board member and our resident cybersecurity advocate.
Arthur House became Chief Cybersecurity Risk Officer for the State of Connecticut in October 2016 after four years as Chairman of Connecticut’s Public Utilities Regulatory Authority.
House has a background in national security, having served as Director of Communications in the Office of the Director of National Intelligence and as Chief of the Communications Group for the National Geospatial-Intelligence Agency, a combat support agency of the U.S. Department of Defense. As a White House Fellow he served as Special Projects Officer on the staff of the National Security Council.
He worked in Asia and Africa as an economist and loan officer for the World Bank and was a Congressional Adviser to the United States Mission to the United Nations.
In the private sector, House was Senior Vice President of Public Affairs at Webster Bank and also held senior executive positions at Cigna, Aetna, and Tenneco and is currently a director of American Superconductor Corporation.
His career has also included three positions in the United States Senate: Chief of Staff to former Connecticut Senator Abraham Ribicoff, Chief of Staff to former Senate Majority Leader Robert Byrd, and Legislative Assistant to Senator Chris Dodd.
House is a graduate of Tufts College and has a Ph.D degree from the Fletcher School of Law and Diplomacy at Tufts University. He has published a book and several articles on international relations subjects and taught graduate courses at the Fletcher School and at the University of Connecticut, Georgetown University and the National University of the Congo.
House is married to Rita Jepsen. They live in Simsbury, Connecticut.
Mr. Handa is an Independent Board Director of Fitch Ratings, Inc., and its European counterpart, Fitch Ratings, Ltd. and serves on the Joint Compliance Committee. Fitch is a leading provider of credit ratings, commentary and research for the fixed income markets. Mr. Handa is Chairman of the Board of Directors of the Homeownership Preservation Foundation, an independent national organization dedicated to guiding consumers onto the path of sustainable homeownership and improving their overall financial health. Mr. Handa serves on the Audit Committee of the Board having previously served on its Finance Committee. Mr. Handa also serves as a member of the Investment Committee of the Board of Trustees of The Cooper Union for the Advancement of Science and Art. The Cooper Union, established in 1859, is among the nation's oldest and most distinguished institutions of higher education and offers degree programs in art, architecture and engineering. Additionally, Mr. Handa served as Vice-Chairman of the Board of Managers of Impact Community Capital, LLC from 2011-2013 and served on its Compensation Committee. Impact is a for-profit corporation that finances affordable housing and community facilities. He also served on the Board of Directors of the American Securitization Forum from 2006-2010. As Chairman, he led the securitization industry’s response to the global financial crisis.
From 1988-2014, Mr. Handa held a series of investment and executive management positions at TIAA-CREF.
Mr. Handa received undergraduate degrees, in 1984, from The Cooper Union for Advancement of Science and Art in Civil Engineering and New York University in Applied Science. He also earned an MBA from the University of Michigan in 1988.
Bob has been CEO or Board Member of 9 public and private IT and BPO companies, most recently specializing in cybersecurity, authentication and governance solutions. He is on the Board of the National Association of Corporate Directors (NACD) CT and is on the Board of Operating Advisors for Clearview Capital. He is an NACD Board Leadership Fellow and is CERT Cybersecurity Oversight Certified. Bob started his career as a database designer at GE and a product manager at Intel and served in leadership positions at Citicorp and ADP. Bob earned an MBA at Chicago Booth and a BS in Computer Science from Union College.
